PM Stanishev Calls For Quick Government Make Up After General Election

The primå-minister rejected the possibility for early election after the regular vote for national parliament, as well as a government formed without BSP’s participation and by “insufficiently competent and not aware of the real problems” political forces
Buldaria News | 05.06.2009 11:52Prime Minister Sergey Stanishev appealed for creating a stable majority and quick formation of a government with stable political backing and clear economy program after the election for the 41st National Assembly. The premier stated this before bTV after being asked was a BSP coalition rule possible after the national general election. He pointed out the two other options – cabinet formed by not enough competent political forces not aware of the real problems in the country and elections to the very last until late autumn, which would – in his words – take the country to economy and political destabilization, threat for the currency board, and financial and social turmoil hurting the poorest. According to PM Stanishev, people do not care who is in power, but want to feel secure in their country instead.
“What Bulgaria needs and what the best scenario is, is a
stable majority, quick formation of a government having clear political backing, clear program and capable of defending in the conditions of crisis Bulgaria’s economy:
to further improve business environment, fulfill its social engagements, as such are almost missing in CEDB’s program, those should be addressed towards businesses and the macro economy, and such a government is needed.
A worse scenario is forming a government, if Bulgarians happen to allow this, which is not competent enough, is not aware of today’s economy real problems, and does not have an action plan, differing from the current cabinet. And the worst scenario is lawlessness, elections to the hilt. This takes to destabilization, and not only political but economic too, as political instability leads to economy crashes and poses threats for even the currency board and the entire state of the country, because at each crisis, especially financial and economy crisis, the most losing are the poorest people”, the prime-minister outlined the possibilities after the general election.
“Four years ago I was far weaker as prime minister, but I gathered experience in hard battles.”
Thus PM Stanishev posed argument for his position that the participation of the Bulgarian Socialist Party (BSP) in the next government is needed due to the policy followed during this mandate. Once again he threw criticism on the economy programs of Citizens for European Development of Bulgaria (CEDB) and The Blue Coalition over the ideas for privatization of the National Social Insurance Institute and the proposal for reducing by 5% social insurance rate, which would hit revenues for social needs. “To be quite honest, I don’t assume very seriously the economy programs of the CEDB party. Because, after all, everyone should be judged be their acts”, Stanishev argued. And reminded that in 2005 now CEDB leader and Sofia Mayor Boyko Borissov has promised that in two years Sofia would become like Vienna, but the capital city has not only not resembling the European city, but has worsened instead. Stanishev assessed positively once again the declared illegal National Crisis Staff on waste, because it cleaned up the town.
“As regarding economy programs, firstly, CEDB changed such several times now”,
criticized Stanishev his major opponent. And reminded CEDB’s idea for nationalization of the National Social Insurance Institute, as well as “some other extravagant concepts, and its partners from The Blue Coalition go on proposing some too risky things”. The prime-minister opposed to CEDB’s idea for 5-percent reduction of the social insurance burden in Bulgaria, for this would mean “over BGN billion less incomes in the social insurance system” and would be a hit to the state’s social commitments in the conditions of a crisis.
PM Stanishev stated that the dispute between CEDB and BSP over the authorship of the idea for creating industrial parks was to the advantage of the Socialists, as they were already realizing them. And promised several large industrial zones for attracting foreign investments in the towns of Vidin, Rousse, Bourgass, in the Varna region, along the Bulgarian-Turkish border, and Svilengrad.
Stanishev insisted again on one of the pre-election messages of the left – that
Ivan Kostov’s government has cut people’s pensions,
citing what party supporters have told him. Added the PM he was concerned about “the restoration of political confrontation, revanchism, dabbling in politics as an end in itself, separation of people, of society into our people and theirs. And all that are not with them, are enemies”.
Stanishev repealed the comments that the reduction to the wages of ministers, deputy-ministers, regional governors, deputy governors, and his own by 15% was a pre-election move. He stated it was a “anti-crisis idea and one of the series of anti-crisis measures Bulgaria’s government takes, as we are all well aware the global crisis hits us, there’s nowhere to hide, it hits Bulgaria’s industry the Gross Domestic Product, and incomes to the state budget decline”.
The prime-minister outlined the possible options in this situation: “The government is either to lower, do nothing until the elections, and leave all the burdens and risks to the next cabinet, or seek for additional incomes through increasing taxes, which is for me unacceptable, because it would be a hard hit to the economy, to the real sector, or cut social expense, which is also unacceptable for me as prime-minister and we should fulfill our social engagements. And
the only possible solution left is cutting administrative and current expense of the state administration.”
Finance Minister Plamen Oresharski has also demanded a “very serious cut to expenses for business trips, service cars run, mobile phones, and all other, I would say, toys for the administration, which are not utterly necessary”, Stanishev stated, adding the right now the most important for the government was to keep the earnings of all working in the public sector.

He determined the allegations of the oppositions that the elections might be faked as “black PR”, speaking of BSP opponents’ weakness and uncertainty, as he would never allow such a development of the elections and appealed to everyone to accept the results of the July 7 election as are.
